What does a 40% chance of thunderstorms actually mean?

It means there is a 40% probability that measurable precipitation falls at any given point in the forecast area during the period. It says nothing about how long a storm lasts, how severe it is, or whether lightning will reach the ground where you are.

What does the percentage actually measure?[1]

The probability of precipitation at a specific point in the forecast area during the stated period. A 40% chance means that if the same conditions recurred many times, measurable rain would fall at your location on about 40 of every 100 occasions.

Two things combine into that number: how confident the forecaster is that storms will develop, and how much of the area they will cover if they do. High confidence in scattered storms and low confidence in widespread storms can produce the same percentage.

That ambiguity is why the number alone is a poor planning tool. A 40% chance from near-certain storms covering 40% of the region behaves very differently from a 40% chance of a system that may miss entirely.

Does a low percentage mean lightning is unlikely?[2]

No. Precipitation probability is about rain reaching a point, not about lightning risk. A 20% chance of scattered afternoon storms still means somebody in the area gets a thunderstorm, and lightning strikes more than 10 miles from the rain.

In summer convection, low percentages are the norm precisely because coverage is patchy. Nobody can say which valley gets the storm, so the probability at any one point stays low while the certainty that storms occur somewhere stays high.

For outdoor plans, the more useful question is whether thunderstorms are in the forecast at all, and whether you will be somewhere you can leave quickly. A 20% day with a summit hike is a bigger commitment than a 60% day in town.

Why does the forecast change through the day?[1]

Because convective storms are small, short-lived and sensitive to conditions that only resolve a few hours ahead. Models handle large weather systems days out and individual thunderstorm cells poorly until they are nearly forming.

A frontal system's arrival can be forecast reasonably well several days ahead. Whether a particular cell fires over your town at 3pm depends on details of surface heating, moisture and small terrain effects that no model resolves that far out.

This is why short-range updates and radar matter more than the multi-day outlook once storms are the concern. The morning forecast tells you it is a storm day, and the afternoon radar tells you where.

How should you plan around the number?[2]

Use it to decide how much exposure you accept, not whether storms are possible. Any thunderstorm mention means plan an exit: know where shelter is, set a turnaround time, and be ready to act on the first thunder regardless of the percentage.
